I was wrong, and you were right. They are the same, the a's and the d's are the same.(albeit on the opposite sides).

I would also agree that it is the ratchet mechansim that is not in the right place if the brakes work, but doesn't set for parking.

Steve, the new holland parts and service website has drawings of most of the major components. Brake pedals are under transmission.
