Old heavily corroded wheels can be dangerous. Cleaning and painting will mask the problem but not make it safe.

I have tried to weld wheels that were used with tubeless tires. The wheel leaked. It turned out that it was so corroded away I couldn't reliably weld it and removed the wheel from service. Painting it might have sealed the leak but it woiuld have still been an accident waiting for an opportunity to happen.
