Sounds like a BS line to me. "Older" tractors sold originally without a ROPS generally don't REQUIRE the addition of one to re-sell. If it's sold to a commercial or agricultural use buyer who plans on having hired help operate it, then a ROPS would be required. If so, that's an opportunity for the dealer to sell a ROPS, NOT a liability to him because it DOESN'T have one.
