Default Do dealers put in some "wiggle room" on prices?

About a year ago I purchased a house on 5 acres and really need a tractor for this and that. I am getting ready to buy my first tractor and I'm a bit nervous. I have never bought a new car, but I know you are never suppose to pay sticker price....is this true about tractors? I am wanting a 2816 gear driven Mahindra. It was the financing options that attracted me, but now it's the tractor that I want. Dealer price is $14,400 with financing, $13,900 cash price. He's given me a couple prices on implements, which might have been discounted. Like a 54" tiller for $1200 and a 4' box blade for $400.

What do you suggest as far as making offers??? Not trying to kill him on price, just kinda looking for the norm. This is my first post, but I have been looking for a couple weeks and everything looks great.
