Sounds more like a bad electrical connection. It can be on either the pos. or neg. side.Check your connections at the battery, then trace the ground to it's home on the chassis. Make sure all connections are clean and tight. It could also be at the starter solonoid, where the pos. cable from the battery is fixed.I don't own your brand tractor, so can't help with the fuse location, but the fuse is seldom the problem.
