I had drained water out of the tank, replaced my add-on inline filter and added drygas 3 times already.... Was tearing apart the carb one more time when I finally remembered the sintered-bronze filter at the fuel inlet. Yep, plugged solid. No way could I blow through it to clear it.

Then tore apart the suitcase-sized glove box looking for an old bronze filter saved from a previous tune-up --you never know, right?-- There it was, in a bag with a used distributor cap and a set of points! Put it in, good to go. Lesson learned.

Haven't yet, fortunately, had to deal with water in diesel! (Don't want to!)
I too had a car quit with that little bronze filter all stopped up. I just took it out and went on my way. When I got back home I added an inline filter and never reinstalled that bronze jobby. That car ran for years, I finally gave it to the janitor at a place I was working and I think he's still driving it!
