Does anyone know what/how to adjust the mower so that the "elbow" doesn't drag when the blade is vertical?

I'm not aware of it having a mechanical lift not being very familiar w/ it; however, maybe it does? I'm certain it doesn't have any hydraulics. IFI attached a photo perhaps that could help ?

I did some additonal online reading. I gather that the round housing/arm to which the rope is attached will raise the bar when the rope is pulled while the PTO is engaged. Should it stay in that raised position when the PTO is disconnected?

Yup, should stay up til you trip the rope again. Caution : it will drop with the rope pull even with the PTO shut off.
