My grand-dad had a 5506 and I used to bush-hog with it. We still have it actually and take it to a show or two a year (it's been restored). It's a 1974 model. I would concur with what Sawyer has said. It's double clutch and not independent. From I remember there is no lever near the dash other than the blinker stalk, throttle lever and parking brake on the right. I do remember pressing the clutch pedal to the floor, flip the lever and slowly let out on the clutch. It always gave a brief grind when engaging the PTO lever. It helps to have your engine RPM at low idle. You might have to adjust your clutch pedal or have a sticky clutch plate?
