Rotary Cutter Ford bush hog 10ft - question about blades

Neighbor has a 10 foot tow-behind Ford brush hog.
It has 2 spindles with 4 blades each on them. No stump jumpers.
On each spindle, two of the blades are lower than the other two.
At least an inch and a half lower. Shaped like a dropped receiver hitch.
We are wondering, why are they this way.

That was kind of our guess. To help cut up in thick material.
I forgot to mention. The two higher blades are shorter than the lower blades.
Don't know if that is a result of more sharpening and never replacing or what.
The blades are all fixed position. Not pivoting like a smaller rotary cutter.

Looks like the upper blades would push material over and the lower blades
would then cut it. Looks less efficient than just having the lower blades.
But we don't really know why the upper blades are there.

I think the lower blades are the primary cutters and the upper blades recut the material for better mulching. Does the mower have a discharge point? Some mulching mowers don’t discharge the material and just keep recutting it until it drops between the blades.

How old? Several manufacturers made "stalk shredders" years ago. They were for sredding corn stalks and cotton crop residue. Possibly one of those?

I'd have to ask him how old it is. It's a rear discharge mower.
Maybe that's it, for stalk cutting.
He doesn't use it for cutting heavy brush or stuff like that.
Just goes over the fields a couple of times a year to get the stuff
that the cows don't eat and keep it from becoming overgrown.

It's a round or oval shaped 'pan' blade carrier. it's designed to theoretically deflect up and over a stump to try and keep the mower from beating itself to death and cause the operator to have a 'brown' alert...

The pan is attached to the gearbox output shaft.. then the blades to it. Hogs with no stump jumper usually just have a 'bar' as a blade carrier.
