I"m thinking about the TSC 3 point "C" Tine Cultivator - runs about $199 - for my garden. Anybody have this? Does it do the job? My tractor has a min clearance of < 12 inches, any plant above this might get damaged with this approach, correct? Does that mean I still have to use a hand driven rototiller when the plants get taller than 12"? How do other folks handle this that don't have a hugely tall tractor??

I have owned them in the past. They work fine if your rows are somewhat straight or machine planted.
Just set the cults up to clear the plant by a couple inches on each side. You are probably good to 14 inches or can maybe cultivate "offset" to one side of the tractor center for extra clearance. Over that height you have to rototill or have kids---good luck--- weed by hand. If sweet corn you can spray with 2-4-D herbicide.
those cultivators work fine and do the job.
