Kuhn disc mower cutter bar bolts

I'm renovating a Kuhn cutter that I own. My question is are the bolts along the edge of the bar installed with the heads up or down?
I have removed all the rust, wire brushed the entire area, painted it with ENRUST and then put a coating of Par-al-ketone(Like cosmolene) on it.

It's the parts list on a 270JD, bolts are hwad down on the edge of the bar.
