Default Bobcat soil conditioner

Reading the description, the soil conditioner sounds like you can do some leveling, but all I see is a pulverizer and no blade. Has anyone used this to level topsoil?

My friend bought a new one about a year and a half ago and brought it over to try out. I had able 7 acres of grass to plant for our new yard. It would grind up the dirt about 1" deep which wasn't enough to do any leveling like I needed. It appears to be designed to prepare ground that is already leveled for seed bed or sod. It is not a rototiller. His cost over $5K and he was dis-appointed with it's limited capabilities.
