Tractor
Mahindra 3325
I own a 3325 Mahindra, which is a 2wd 35 hp tractor. I am going to pull a 3pt 60" TSC tiller.

I have never used a tiller in my life always used moldboard plows. So here is my question what gear and range should use for this project. I have tight soil with some clay.

While I am not familiar with your tractor I will tell you how I use mine.
I have a 35hp Branson and a 4' tiller. My garden is small, probably 30' X 80' . I put the tractor in the lowest gears that the tractor has and run the 540 PTO with the engine about 2000rpm. While the tractor is going slow the tiller is turning the soil into saw dust like consistency and aerating it very well.

Thats about 30 PTO HP isnt it? ... I have a 5" KK tiller I run on a Kub L3450. Itll pull it in 1st gear hi range barely. Thats a 4MPH gear. Much better to go slower of course. You will be able to pull with ease down in the 2- 3mph range. Use full revs for good tine speed if you only have 540 PTO. I often will use 2 or 3rd in lo range [1-2mph] and use the 1000 rpm PTO output at slightly reduced engine revs. This goes thru our VA clayey loam and breaks it up pretty fine in 1 pass.
