Pto shaft binding means putting unnecessary forces on the pto gearbox and the implement gearbox in directions they weren't really designed to take. You can get away with a little but too much is asking for trouble (as RickB mentioned). If it were mine and it was binding, after greasing and and hour or so of use, I would take it apart and look for the problem. It probably won't be hard to find with a close look, as they aren't made to extremely tight tolerances.

It is probably not the steel shaft making it bind up although they should be greased up when you first get them. Mine was so hard to move that I couldnt move it at all when I got it. I pried and pulled till I got it apart, greased it up good including the plastic safety shield. Still it wouldnt move, I finally took my knife and split the safety shield all the way down where it overlapped. It slides in and out like it is supposed to and the shield is still together just like it didnt have the slit in it. The plastic was the binding agent. When I took my knife to it, it was after sweating and hammering, tugging etc trying to move it and at that point, I didnt care if it fell in 2 pieces when I cut it as it was unworkable as it was, but it worked perfectly after cutting it.

It is new so if there is any paint on the male splines, it needs to be removed and then greased. The female end should have had a plug in it before it was painted so it should be okay.
