Land Pride PSN20 What is it best used for?

I ran across one of these at an auction today. It had already sold but it got me thinking. In the past I have put in fall food plots with disk, chain harrow, Herd broadcast seeder, chain harrow. I have become interested in a cultipacker . I was wondering if this Land Pride PSN20 would replace both broadcast seeder and cultipacker. What is this implements main function? Could it be used to plant oats and wheat after disking? Any and all information welcomed. thanks
