I'd turn the chisels around and pull it 'backwards'.
Well, it doesn't have two lift pins for the lower arms so it won't work the way it is. No obvious point to hook up the top link either.
Here is a wild guess. New lift pins go in the two tall vertical supports on the top of the implement. Then the "drawbar" is stood upright and hooks to the top link (that would require the drawbar attachment point to be swiveled). Ok...I said it would be wild.:rolleyes:
That looks like some sort of cultivator part and not a 3PT unit. No way to hook up as it is.

But, at least I know now!
Tow it with this cross drawbar that attaches to the lower lift arms of your 3pt hitch

It would take most any 'backyard welder' about one hour to convert that to 3pt. compatible.
