my fathers tractor is 38.5 horsepower 4wd with loader. how big of a disc would it pull easily, but not super deep. i just want to work in fertilizer and lossen the soil a little bit. also could i use it to bury oat seed for a cover crop? i currently rake the seed by hand but it is very time consuming and there is still alot of seed on top.

I would look for a small 6' disk harrow with 18 to 20 inch blades for what you want to do. I would also recommend a spike toothed harrow to smooth it out and cover the seed. Then a water roller to finish it off. All of these are fairly cheap to buy.

I would agree. 5-6 foot is where you need to be, no bigger in my opinion.

A cultipacker is another useful tool that makes v-shaped ridges in the soil by pressing the dirt around the seed, allowing the soil to hold moisture better and the plants to sprout quicker.
