What do I need or what am I missing to pull a box blade?

Likely the pump is worn considerably and has excessive clearance to the side of the gears and when the fluid warms it bypasses a lot more. First thing you should do is replace that fluid to get rid of the water and use a thicker fluid. I have no idea what kind that old tractor uses but a AW46 or 68 would likely work at least during the summer months but might be too thick for winter use. I seem to recall some of those old tractors used a heavy gear oil in the hydraulics but either way, up the viscosity about 15 point ie, if you are supposed to use 10W use 20or even 30W oil (AW 32 is 10W AW46 I believe is 30W oil and AW 68 is 40W but my memory is not what it used to be-Google helps me a lot)

I definitely agree with Gary. The "white" fluid has to go. Not only won't it lift well, it will damage the tractor and not cool well.
