It's a 1930's vintage "Terrafirmer Odacitator" missing the running lights!

That is my best guess. The frame up top may hold a roll of plastic to en-robe the hill to control moisture and weeds.
Some set ups will deploy a drip irrigation tube just under the plastic also.
