I have a Wallenstein BX42. Mine does not go down all the way either. Note, however, while it is not in earth contact it can be adjusted LEVEL.
In my opinion Wallenstein's are designed this way so when mounted as rear
ballast operators will not plow with the
chipper when tractor is in reverse.
This Wallenstein peculiarity should be explained in the operator's manual but it is not mentioned.
First, lock tractor brakes "on" and lower FEL all the way to the ground, then put a 4" - 5" diameter
ROUND branch under the support stand, in middle or slightly biased to the rear, and chip away. I have been carrying around my "favorite" 5" chunk of branch since the Wallenstein was new. Do not use a 4X4 timber or anything not ROUND.
If you add a longer top link the
chipper will reach the ground but not be level. FOR SAFETY IT MUST BE LEVEL BEFORE YOU ENGAGE PTO.
