OK,OK, I know wow what a problem right ? just so you know its not my beach but I get to take care of it.
any way saw this forum and it looks pretty cool, Ive done some web surfing through manufactures sites and
know enough to take claims with a grain of salt. So the subject beach is about 300 yards long and is mostly
vegitation free but has the occasional basket ball sized rock, otherwise course sand.

Wouldn't know about a beach rake. All Oregon ocean beaches are public. Never saw one with a problem bad enough that needed raking.

Welcome aboard! Pictures would help us help you. Shooting from the hip I'll say land scape rake.

Perhaps you can check with some of your local Golf Club equipment dealers A trap rake may be the way to go usually a 3 wheeled machine ( looks kind of like the old Honda trikes), but they are equipped with a light duty dozer blade on front and a harrow like tool at the back for levelling and grooming sand traps and creating very little disturbance. I know John Deere makes a model I'm sure there are other manufacturers.

Just a thought.

Cheers
