at first all thought it was a regular tiller with potatoe hilling on rear end flattened out. but man... talk about some teeth, and then a compaction unit on the rear?

i gotta wonder though, how much mud / dust and grim is brought to the surface, vs allowing the mud/dust to sift to the bottom and rocks brought to the top?

The big thing then reclaiming a road is to never allow the "fluffed up" material to get rained on before compacting iit. If it gets heavy rain, it turns to pure slime/mud and is a real mess.
