It's got rugged hooks on the back for lifting and pulling so I'm going with your guess that it's something to hook onto cars with and lift one end up.

I don't see any hooks I see two hinged pivots for the rear flap that the suit case weights are laying on.

You are correct. My error.

I enlarged the photo--but for some reason a unable to post it--and the flaps have dirt on them and the edge is polished as though it was used in some sort of leveling event. Beats me.
