Both my rear cutter and tiller seems to set to one side. I tried to adj the turn buckles that did stop the sway left to right but done nothing to center the QH and implements. Nothing looks to be bent or any damage that I can see.

Are you talking about the couple of inches visible in the top hook? Or something we can't see? If the 2", don't think a thing about it.

While in tractor seat both the cutter and tiller seems to ride to the left side, looking from behind you can see how the implements set off to the left. The top link on the tiller doesn't fall to the bottom of the hook on QH, that so far hasn't been a problem.

Just loosen the turnbuckle on the left till you get the equipment centered, then tighten the right side. Caution, don't snug them up too tight. You need a bit of movement side to side. Also on some tractors the stabilizer chains will get tighter as the 3 PH is raised. I had a Yanmar that was like that.
Check this out by raising and lowering while watching the stabilizer chains and if they get tighter as the hitch is raised, then do all your adjustment with the hitch raised OR in the position where the longest chain length is required.

loosen the 2 ubolts on the lower lift arms on the tiller and move them to the left(if looking from behind tiller)

Is Tiller and Mower level? Looks like either the top hook is welded off center or the lift arms are not level. Adjusting the lift arms probably won't do anything, but check anyway.
Measure the top hook location on the Quickhitch.

The hook on QH is centered will have to check and see if tiller is level

Are the Lower Hooks equidistant from the top of the Quickhitch? Something is going on with that hitch?

yes same but I think I may have found the problem..The U-bolts on the tiller..one on left about 9" inside the right one is 10"..that may be it?
