What would you use?

We used to use a chain harrow just before dark when the ground was soft, then put horses in for the night. The ground would freeze and be smooth. Now we removed the topsoil layer and put down about 4 inches of stone dust. Have to fix small areas that wash away about every two years.

I would run over it with a field roller while its soft on top, this will smooth it out pretty good before it freezes back.
