I just bought a quick hitch for my tractor. My bush hog, Woods brand, doesn't give the top hook enough depth to catch. Any ideas? I don't want to cut out any metal. I'm afraid it will weaken the attachment point.

Move your flex link to the rear of the A-frame.

Lots of people weld a 1-2" extension on the back of the top hook & re-drill the mounting holes so it sticks out further. I've done that on several QHes. Lots of posts around here on that if you search or know what you need to search for.

Just did this on my HF quick hitch. Moved the holes 1.25" and she works great!

Poor photo, but all I have on hand... Ignore the extra toplink sitting there. You can see the top hook & the 2 stock holes there. The 2 pins on the QH go into 2 additional holes on the 1.5" or so extension welded to the back of the hook.
