I sometime move my cows into a pasture with tall grass. They eat some and flatten some. I need a new rotary cutter that will lift the flattened stuff and cut it. Are there any mowers that will do that? I don't need a cutter for firewood, I need it it cut grass!

Nope,

a flail mower with scoop knives or side slicers will do that for you though.
You will need to mow at 2-4 inches in height.

You can purchase high lift lawn mower blades but a flail mower is what
you need to do this as you will have fresh growth every two weeks to
rotate pastures with fewer weeds going to seed.

If you have a rear finishing mower I would check for high lift blades for it first before buying. Only issue that comes to mind with that would be if you have sandy dirt you will get a lot of sand flying and will wear out high lift blades in a hurry.

Have to mow it a couple times to get it right if you use a rotary cutter.

Some rotary cutters come with brush blades and some come with lift type blades , my Bush Hog Sqealer came with straight blades and left a poor cut in grass, I changed the blades to lift type blades and it made a huge difference , one other thing I did was cut some conveyor belt and put on my mower instead of chains to keep things from flying out from under it, it seemed to improve the cut even more as I believe it created almost a vacuum like a lawn mower deck does , so yes you can get a good cut and lift some of that mashed down grass with the right setup on a rotary mower.

I did not know they made lift blades for a rotary cutter.

Lift blades are available for my Bush Hog Squealer 720 and I had a 7' Howse brand mower that I put lift style blades on and it also made a drastic improvement in the quality of cut in grass.

If the cows have packed the grass flat I doubt the hi-lift blades will help much. Yes they are an improvement over conventional brush blades.

Pick up an old haybine and set the sweep reel low with the cutter bar high. Sweeps will bring up the matted grass and the cutter will slice and dice it. Set the wings for swathing instead of windrowing.
