My grader does have angle adjustment however the adjustment holes are too severe to put a crown on my driveway. I have been adjusting the level adjustment on the lower arms of the three point hitch. Is this ok to do and is it better to raise the one side or lower?

Thats what the 3pt adjustment is there for.

Raise or lower...your choice...just depends in which side/direction you have the blade turned.

Yes, that's what you're supposed to do. In my opinion it is better to lower the blade so when you encounter dips the blade will not come off the ground and still follow the countours/dips when in float position. You can always set your position control if you don't want it to go lower.
