If your tandem disc is too light you may want to weight it down with 3 or 4 sacks of concrete or something. Adjust it for the most aggressive angle...let the grass die re-adjust and pass it again from a different direction like a 45 degree angle each time. After a few times smooth out with a box blade and a chain drag on the back of the box blade.
