Trailer this baby behind your GT or ATV and ride the fence line. When you encounter a post, the mower deck swivels in and around the post. Once you've passed the post, it swings out and under the fence. Somebody was thinking. . . . .

I bet that would be better than useing a big trimmer.Does it have a clutch of some type if a stone etc.. got caught?

That looks like an upside down version of what I think is called a flail mower.

Looks like a real handy implement! What brand is it and who sells it? What's the price? I've been contemplating trying to fabricate a 3pt hitch trimmer that runs off the PTO, but haven't gotten anywhere with it yet.
