2011 CT 35. Ran well all winter pushing snow. Just wanted to take off pusher and install bucket this weekend. When in gear and pushing hyro pedal, tends to stall. Not sure if it is the seat safety switch, or the brake switch. Managed to get the task done, but need more dependability. How best to test safety switches? How do you jumper out to determine which one may be malfunctioning?

By "stalling" do you mean engine pulls down, lugs under power? or does it just shut off like you turned the key?
if it is shutting off then the seat switch might be loosing contact. The brake switch would only affect the shut down if engine dies after you lock the brakes then get off the seat. If brake switch is making contact the brake light in dash will not come on and brake lights at rear of tractor won't light up.
To test the seat switch, unplug it at the seat (right rear corner) and use ohm meter to check continuity in the switch. Not in the seat should be open circuit, setting down should have continuity, while setting down try shift weight in the seat to see if the switch stays closed.

If the engine is lugging, as under load, would be a different problem not related to the safety switches.

Yes, shutting down like turning key off. Makes sense. What threw me was I could push brake pedal down and it would start to run again. Probably just the extra force going against the seat switch.

When you push on the brakes the brake switch sends signal to the controller which quits reading the seat switch. That is how you get off and leave engine running, Push and lock the brakes then you get off the seat to leave it running.
