That thing looks store-bought! I was at Agri Supply today and saw a Pulverizer that used the same scarifiers yours does. I thought that looked interesting, and maybe cheaper to maintain in the long run. My pulverizer uses the square spikes for scarifiers, and half of them are missing (the entire back row). I was looking for replacements but Agri seemed to be out of stock on them today.
I am liking the rebar thing a lot better now, since I saw similar setups on the new ones at Agri. I thought you were going a little long on those things, but I was wrong, and maybe just don't understand them as well as I should. I'm not thinking it would do well as an aerator unless you could lock it in the "down" position. If you removed the scarifiers the drum would just roll along the surface, onle pressed down by the spring levers on the side. I did see replacement spoons for the core aerators at Agri, and it got me to wondering about bulding my own core aerator..... Great job on the pulverizer. You have a total on how much you saved yet? It has been a while since I built it but I believe my total cost was about $30. I bought paint, springs, and nuts and bolts. The rest of it was scrap I picked up. There was no rhyme or reason to the length of the spikes of the roller. I was just going by memory which isn't too good sometimes. They ended up a little long but it works well.

I was reading through a hand-me-down Farm Show (Volume 29, No. 1, 2005) and a came across an article titled "Landscape Pulverizer Built For $25" and looking at the pictures I thought I recognized the picture. Nice article.

The top link bracket is actually a bracket from a Yanmar tractor. The tillers that come with the Yanmar grey market tractors fit close to the rear wheels of the tractor and use a short top link. This bracket attaches to the tractor where the top link would go and then the short link attaches between it and the tiller. I have attached a close up.
