They are called Chain Saddle Grab Links, at least that's what Northern Tool calls them.
I keep one on tthe drawbar to make hitching up a chain just the right length easy:

My bucket hooks are set up for ropes/straps, but the Grab Links let me use them with chains, when that's what's needed:
