It sounds like what you want to build is essentially a pony grader. How you do it depends on what you can salvage for materials. One approach, heavy angle iron or an old car frame for frame and a 3 point back blade with a 12 volt winch to raise and lower. Other approach would be what ever materials you can get your hands on for frame and blade, and two (crank) trailer tongue jacks to manually raise and or tilt. The old pony graders had something akin to steering wheels attached to a worm gear to raise and lower, but that would be difficult to fabricate. The (crank) trailer tongue jacks could serve the same function. Just remember to build a platform for the operator to stand on.
