I was looking at the specs on the Grand L's, and Kubota has min. ground clearance listed as 14".

Clearly that can't be the clearance of the front axle when you have 27" or 29" diameter turf tires on. So are they measuring the ground clearance at the center line of the tractor, or at the front axle with Ag tires?

Just looking at the R4's versus the Turfs, the R4's are 60" in diameter, and the largest turf tires are only 44" in diameter. So do you lose 8" of that ground clearance if you buy turf tires and wind up with only 6" of ground clearance?

It makes me wonder why they don't use larger diameter turf tires?

Usually R1 tires (R4 would be the same).

They use "short" turf tires as that is what is popular. Easier to get under trees, and such. Also more stable on side hills.

Clearance is to stuff under the tractor, not the wheel hub. Or even the front wheel gears for a 4x4 tractor.
