Sorry, I was referring to the one between the servo and the throttle bracket. They kinda look like the ones that you see on winshield wiper motors.

You want to leave the arm between the servo valve and bell crank connected. The idea is the to be able to move the bell crank (or throttle plate as you call it) by hand and have that move the servo valve. You loosen the cables so they are not restricting the movement so you when you a hit a stop it is the servo valve.
