Used L3010 HST

I saw a used Kubota L3010 HST with R4's, FEL and a Woods RD7200 rear finish mower. Year 2000 with 320 hours. I was passing by, saw it and took a quick look. I'll have to go back to get more details but I wanted to know what a fair offer would be.

The sign said $18,000 OBO. There are a couple of recent posts on TBN for new L3010's with various attachments for $18K including the Kubota rebate.

All that being said, what should I offer?
