The century 3045 quit moving when I was using it to move some dirt and debri up a hill. Then i was able to back up very slowly and then forward about 30 feet and it quit moving all together I tried adjusting the clutch that did not help could it be anything other than a bad clutch?

With that description it sounds like a clutch. Adjust for 7/8" freeplay and if it still slips, it sounds like it may be clutch time. The reverser linkage should be inspected, but by the way you have described this, it sounds like clutch.

The hydrolic fluid was 3 gallons low in the rear end would cause a problem other than the clutch as there are about 5 ways to put this unit in neutral?
Can the clutch be replaced by just pulling the engine?

Since it is a dry clutch, the low oil in the trasnmission/rear end would not affect it. You can pull the engine, but it is easier to leave it attached to the front frame rails and just roll both halves of the tractor apart.
