I bought a 1992 CC 1862 with 820 hours on it at auction yesterday. Got it home and found the hydrolic fluid on the dipstick is milky. What's the best way to flush the system? And is TSC fluid OK, or do I have to buy genuine CC fluid and filters?

I would use the Cub fluid and filter. The 1862 takes the regular type hydraulic oil, not the synthetic so the price should not be that bad. Tractor supply sells the Cub so they may have the cub filters and fluid for the 1862.

Don't flush it with any sort of solvent while it's running. This could destroy the pump, motors too for that matter.

Get it warm and then drain it, preferably overnight. Then fill.

On my CC 1145 HST of the same vintage, I use HyTransf fluid that is used in big tractors. I've used it ever since the first fluid change in the mid nineties with no issues. I buy it by the five gallon can at the tractor supply.
