My dad has a late 60's early 70's IH Cub Lo Boy that's been pouring out gas from the side of carb. (where the breather tube attaches). Engine cranks but just won't turn over.

I thought the problem was with the carb.(needle valve or gasket) & bought & installed a rebuild kit.
I put the carb back on & same issue, still pouring out gas & won't run.

Could the problem be a stuck intake valve?

No expert here, but did you check the float when you had the carb apart? My guess is that it is stuck.

Yes, the float is moving up & down.

Shake the float to see if it is full of gas if it is a brass float. If it is a cork float a scratch will allow gas to saturate the cork. Either way the float will not close the inlet needle.

Not sure about the flooding, but as for turning over and not starting, I have some history with that. If the tractor has not been running for a while, pull the plugs and squirt some WD 40 in each--or a couple drops of light engine oil. Spin it over a few times, replace the plugs and then try. Sometimes if the rings get dry, they just won't pull enough vacuum to get the fuel pulling through the updraft carbs.
