farmtrac 555 brake boot blowing out

i am working on a farmtrac 555 and cant figure out why it is under pressure

Brake stack out of alignment. Remove the brake housing. Check to see if the snap ring on the stub shaft is out of place. Next, arrange the brake disc in order so that all the holes line up. Install.

Should solve the problem.

My guess is if the tractor is new the brake disc are not lined up. If used, the snap ring is displaced.
