Bob, as Vic (Kozak) found out, CCM will not ship to Canada. To get a HTL with the DPOCVs, you need to order from
Surplus Center. They won't be as helpful as CCM is with getting all your fittings and hoses, but I have been completely satisfied with all my purchases from them and they show international shipping as one of the things they do on their website.
I have had both HTLs without the DPOCV and with it. I will not go back to the one without. To me, it makes that much difference. I don't think it's as critical on the tilt cylinder because the
3PH arms float up and down anyhow and a correctional adjustment once per hour is not much. However, having the HTL stay exactly where you put it just like it was a screw adjustment is a big advantage with grading, plowing, or tilling.
I'm baffled by folks who balk at the added price of the HTL with DPOCVs.

They pay $500 to $1200 for hydraulic remotes and thousands of dollars for quality implements (cutters, blades, tillers) and then have a problem paying $75 more for the cylinder with an DPOCV. To me, it's worth every penny of the extra expense. So are good hoses and quality fittings. I don't think you would ever regret it.
