This is what I found, in case anyone else ever discovers this thread and needs a little help.
Indeed there were some problems with the fuse block. When I pulled out the fuses, they appeared black, where some of the plastic had melted onto the blades of the fuse. An inspection of the fuse block itself did show some damage from heat. Not sure why it has this sort of heat damage. I installed an new, aftermarket, six fuse ganged block, and it appears to have fixed the problem.
Also, in the past, the seat and brake switch had been jumpered. The jumpers were in questionable shape. I went ahead and cut of the plugs, which I don't recommend disabling safety features, and soldered the connections. This should eliminate any more issues in this area.
All systems are now go.
