Ford 1710 PTO not disengaging

I just picked up this this skiploader and noticed that depressing the clutch does not stop the PTO , and yet it wants to disengage under any load (snow blower). Any ideas as to where I might start looking?

Try to adjust the clutch linkage to get the PTO to disengage.
