Okay, backstory on problem.....
Pressure line going to power steering pump developed a crack, since the previous owner had brazed it (badly) before, I had to have my local hydraulics place make a replacement for me.
Get home, get everything installed and fire the tractor up. Discovered quite quickly that I had not tightened the hydraulic pump fitting (oops). Shut down engine, tightened fitting and cranked back up.
Go through bleeding procedure, seems very stiff. Try front loader, nothing.
Check flow control and it is fully open. Fluid level is good.
Lower 3ph and then try to raise it back up, no go.
Tractor will move forward and backwards without issue (other than dragging front loader bucket on concrete).
Any ideas on what I should try next?
