have a friend's JD x300 (maybe 3-4 years old??) that surges on all speeds. Kawasaki 17 horse engine, with 340 hours. Is just rrrRRrrRRrrrRRrrr..........surges up one second and down the very next second. Maybe some solid state rev limiter gone bad??

Puzzling that you know hours, model, and engine....and suspect the solid state rev limiter.

Now it is just a riding lawn mower. :)

How can we help?

Could be fuel filter, old gas plugging up the carb, carb adjustment, air filter.
What is the history of use and maintenance leading up the the surging?

I have the same issue with my X300. It is worst at idle, but is somewhat present at full throttle. It usually gets better as it warms up.

Says this is becuase of stale fuel and that fresh fuel will fix it.

Assuming you have done that, you might want to check out this site:

It indicates that the problem is a gummed carburetor caused by ethanol fuel and rotting fuel lines. I haven't tried the suggested fix of replacing the fuel lines, fuel filter and cleaning the carburetor, but its on the list of things to do.
