Must be missing something. But I don't know what it is either.

Are you tracking down the problem or replacing parts?

With all the new parts, time to now track down what is not working.

Narrow it down to fuel or to spark. Then dig in.

Did you clean your fuel tank out, debris or water can do this

So, you saying you got it fixed? If yes, what did you find?

i think its fixed. i mowed for over an hour and never missed a lick.
i cleaned the fuel shutoff valve and replaced all the fuel lines.
what a job! taking the body off, taking the fuel tank out.
i never guessed fuel lines would do that but i dont think that fuel pump
pulls alot of vacuum and just a little leak would make it not pump enough.
we will see later this afternoon.
fyi, i put some clear tygon tubing from the fuel pump to the carb and watched
the fuel go into the carb. that helped alot for troubleshooting for enough fuel.
thanks again

Good that you are up and running.
Re; the comment about deleting the question, that isn't likely to happen. The questions and answers remain on TBN for those many readers now and in the future with a similar problem, and who may use the search function to find an answer.
It is why putting a good subject line up in the beginning is helpful for two reasons...to get initial help and for others to find it in a search.
