Posting this to help other's with similar issue. This was on a 17HP Kawasaki engine for a LX279 JD mower. I imagine configuration is very similar for other models and a simple cleaning saved me from buying a new starter, your results may differ.
Symptom: Starter continued to run after key was released from the start position
Fix:
Remove starter from engine (this was the most difficult part)
Remove solenoid from starter
Remove protective rubber boot from solenoid plunger
Remove dirt and grease from the plunger (I used WD-40)
Plunger should easily move up and down with finger pressure
Reassemble and reinstall starter
If you have jumper cables and a 12v battery you can test the starter off the engine. My problem was obvious by visual inspection. Good Luck!
