Default gator govenor adjustment

Hi guys and gals
Dealer tried to adjust governor on 6x4 gator with gas engine said it was seized wanted 6 hours at 100 bucks an hour to fix it
I removed engine, main clutch, and side engine cover. there is a thing that looks like a hockey stick and a sprocket with metal tabs inside but, I don't understand how turning hockey stick thing is supposed to change anything, I have the new sproket gov piece but as far as I can tell it looks the same.
Can anyone help me
