Thank you for the advice to check images on Google images! This image is from Google and exactly opposite of my blades.

I wonder if the original owner had a tractor with a counter rotating PTO. I had a Satho Beaver that was counter rotating.

Maybe those tines were sharpened on both sides and meant to be turned around when dulled by use. I have found it unecessary to ever sharpen tines. Even tho blunted by use they continue to work well. What seems abnormal in the picture is that 2 tines appear to be cutting side by side together, rather than staggered rotationally as would smooth out the action.

I don't know about that tiller specifically, but tillers do exist that rotate against travel. Most large construction reclaimers rotate in this direction and actually do a better job because the material does not pass theough until it has been significantly broken down. The only downside is that it takes more horsepower because you are pulling against the grain. I would bet that if you had the teeth installed in the correct direction you would love it.

Here's a little write up about the two different rotations.

The back side of the tines are flat, not meant to be sharpened. I've reversed the blades now, but I have to weld the broken support arm before trying again. The arms are bolted together just before the upper arm support. The vibration caused one bar to brake at the bolt hole. Simple fix it it was another opportunity to show the wife why I NEEDED a welder. She always said, you never needed one before. That argument was ended the day I WELDED her bird feeder back together..

Doubt it, dealers don't care much about lawn and garden and not likely to even look at it. My tractor was delivered with no fuel, no 3 pt spreader bar, and no grease in the roto tiller.
